| The Executive Director is the chief administrative officer for the Manhattan Housing Authority and is appointed by the Board of Commissioners. The Executive Director is responsible for the daily operations and administration of the Manhattan Housing Authority. |

| JoAnn has been with the Housing Authority for 22 years. JoAnn has also served on many committees at the state, regional and national levels of NAHRO (National Association of Housing and Redevelopment Officials). |

| It is my privilege to share with you information regarding activities and accomplishments of the Manhattan Housing Authority. We take pride in the results of our efforts over the past year. The most significant accomplishment is increasing the affordable housing stock in the area through a partnership with Manhattan Area Housing Partnership (MAHP); this partnership resulted in the development and management of 48 affordable Low Income Housing Tax Credit units known as The Gardens at Flint Hills. We look forward with excitement to the pending improvements to the existing units at Flint Hills Place at an estimated $3.5 million total project cost and our partnership with MAHP, a private developer as well as federal, state and local entities. With shrinking budgets the MHA has been forced to become creative in utilizing resources to provide services to the community. This has been accomplished through staff reorganization to ensure the most efficient use of resources available and generation of other income through successful grant applications, property management contracts, leasing rooftop space to wireless communication companies, and consulting with other area housing authorities. Because housing, especially federally subsidized housing, has become a highly technical field with each department’s work regulated by federal law and regulations, state and local law and MHA’s own policies and procedures, our job becomes more and more technical every day. Staff are to be commended for keeping up with the changing requirements of their job, adapting to the changes, while meeting the mission of the agency. Our accomplishments would not be possible without the direct support and cooperation of state and federal officials who support our efforts, and the local community leaders and governmental officials who so faithfully provide their time and guidance. The Board of Commissioners is to be applauded for their visionary traits that provide guidance and support through some of the most challenging times in the public housing authority history. JoAnn R.
